On behalf of the North Carolina Public Access Foundation, Inc., Chairman Mike
Marsh and Vice-Chairman Al Baird attended the Cape Fear Wildlife Expo on March
21-22, 2009. A table was provided courtesy of the expo, which expressed strong
support of NCPAF's mission of preserving and enhancing existing public access
and creating more public access.

NCPAF Secretary Chip Berry donated a set of
three of his waterproof, plastic laminated Maps Unique offshore fishing charts
for the local coastal waters, including Wrightsville Beach, Cape Hatteras and
Murrell's Inlet charts, as well as the CD version of his Maps Unique fishing

The NCPAF donated the trophies for the 4th Annual Johnnie Mercer's Pier Dogfish Tournament held on January 24th. Matthew McKinny (letft)  won the event. For complete results go to www.ncfps.com and hit the special events tab.

Big Grant Money Available

The N.C. Division of Marine Fisheries is accepting proposals for the Boating
Infrastructure Grant (BIG) program for federal fiscal 2009. 

BIG is a program of the U.S. Fish and Wildlife Service that reimburses up to 75 percent of projects that provide docking and other facilities for recreational transient vessels that are at least 26 feet long. It was authorized by Congress in 1998 and is funded by excise taxes on fishing equipment and motorboat fuel.

Topsail Ends Free Access at Town Marina

Parking and traffic concerns at the unmanned Topsail Marina prompted the town's board to put the town manager in charge of running the marina. The marina had no regulation and a lack of parking was an issue from the time of the ramp's purchase. There have been complaints about littering, noise, traffic and parking, as well as the leased boat slips that are not being monitored. The Town acquired the marina several years ago after legal issues were resolved, which included a threat of acquiring the marina under eminent domain proceedings when the owner wanted to back out of a purchase agreement. The price was $2 million and the marina was to provide free launching for residents. It is apparent that residents are abusing the privilege of free access. The ramp is the only local access available to ICW. The town manager will develop a fee schedule, along with the management plan. Donations to NCPAF can help acquire additional ramps such as the Topsail ramp.
